 Although it is Autonomous Governance, it is autonomous within a certain scope.  In this case, the scope covers EVERYTHING.

How do I exit when everything is inclusive?

I can[] (can't).  Therefore I remain mutually exclusive while I remain inclusive.  Much like this:
